To reencode or not?

I'm setting up a playback server for a small convention. Most of the content
is coming from DVDs (which -are- licensed for this use). Is there any reason
to reencode the ripped files? I'd just as soon leave them as mpeg direct
from the disks and save the transcoding time, but if someone has a
compelling reason to reencode them, I'm all ears.
The playback machine is a FreeBSD box using mplayer and some homegrown
control software.

For Re-encoding. Upgrade Memory Or Cpu?

I have a Atlhon 64 X2 3800+ and 512 of memory.
I wanna know if I should upgrade memory or the CPU. Memory will be much cheaper, but will it help me reencode .mkv files faster or should I save more money for a CPU upgrade.

Reencoding Videos?

Well, I want to try and get into reencoding videos to make them look better, but don't know where to start.
How could I go about doing this? What tools would I need?
Any other information you have that would help me out?

Do I have to reencode already encoded files always?

I have for instance a few pre-AppleTV files encoded in x264 complete with 5.1 audio, etc. Do I HAVE to reencode/recompress these just to be able to copy them into itunes to watch on my appletv? It seems so totally unneccessary to have to mess with my files again and degrade the quality a second time.
If I can't just rename them something that itunes will except, is there a setting in visualhub or handbreak that tries to do a 1 for 1 "just make this compatible for itunes" conversion?

having to encode before burning to dvd?

I just got Toast 8 yesterday and I haven't fooled around with it much. I transfered about 8 shows. When I start to burn them a message comes up saying "The TV standard is currently set to PAL, but all your content is in NTSC format. Do you want to write an NTSC disc or re-encode all content to PAL? Re-encoding can take a long time, but it may be required for the disc to play on your PAL dvd player. ". Then I have the option of "cancel, reencode to PAL or write NTSC" How do I change these setting...

Burning/Encoding Problem?

I got Toast 8 for my 1GHz panel screen iMac with a SmartDrive. I want to use it to burn TV shows I've recorded using my DVD-R recorder onto other discs in different track combinations.
When I import a track from one of my DVDs, it seems to import fine. It shows up in the project window and the length is the same as the length on the original DVD (say, 22:52).
I assemble the tracks and then try to burn it to a DVD. When it burns, it doesn't burn right; the tracks are all the wrong length (say, 9:...

What is the best way to Import?

I know this isn't exactly the correct forum for this information, or mabye it is, but I was wondering if I could get some advice. I have been on this forum ever since I purchased my Panasonic GS250.
