Challenge players to making their own challenge?

Hey everybody.
spurred on by a previous topic on tactics to avoid, ive come to think of this.
a way for player or character to create their own challenges. understood like this.
For way of clarifying this, lets talk some fantasy. The party in question know that they can take on a white dragon, and defeat it hands down. They would like their encounters to be a bit stronger, in order for them to use all the nifty tools and powers their character possesses.

Come'on SpeedTV ... Jetta TDI Challenge but no MINI Challenge?

SpeedTV's running a few hours of the races right now that I'm watching off & on (more off than on... just missed the end of the last race ). I long to see the MINI Challenge races instead, as opposed to seeing them as crappy quality Internet streams of snippets of the races.
I guess it's because the TDI Challenge is running in North America but MINI challenge isn't?
