Can US taxpayers sue Wall Street bankers?

Now that the USG (taxpayers) are buying into major Wall Street banks, I'm wondering if we can sue negligent and greedy bankers.
The question came up in my mind after reading in The Guardian tonight:

Do English Taxpayers Pay for Royalty?

I'm American so I really don't know anything about the way a monarchy works. Are taxpayers responsible for the upkeep of the Royal Family? Do they pay for thier lifestyle? The royals are clearly very wealthy. Do you pay them? How much of your tax money goes to the royal family?

What about giving taxpayers a break if they buy a US car?

What is congress allowed anyone who bought a car from the big three and if they bought a new car between now and Dec 31st they would get a $10,000.00 credit on next years income tax. If they bought a car if the first 3 months of 2009 they would get $8,000.00 on 2009 taxes, the next quarter &6,000.00, the 3rd quarter $6,000.00 and the 4th quarter $4,000.00. In 2010 they would get a $2,000.00 tax credit.
